It's a crude analogy, but I think it fits: criminals don't comply and (virtually) nothing happens.

Whenever we see traffic blocked on an interstate or a mob toches shops in a riot, when are those people ever stopped, let alone brough to justice? It doesn't happen because of sheer numbers. Even all the effort poured into the January 6 Capitol storming resulted in what, just under a thousand people charged? It's fractional compared to the number that moved in without proper credentialing and invitation. And that took a massive amount of resources and labor and more than a year's worth of film study.

So yes, your point bears merit. Now to get out the message.
